Installing CCTV cameras recording the whole procedure is cost effective, resulting in less trials, less police attendance in court, and less cost overall. ]]></description>

		<description><![CDATA[A man innocently asked after the welfare of someone under arrest and found himself arrested and then assaulted by police. He was hit with a baton and punched. The police then charged him with assaulting the  police but was cleared by the court.
In a civil action he received a five figure, undisclosed sum.

The latest Android apps scam is one the latest of scams to fiddle money out of the unsuspecting public - to con them into telephoning Premium Number lines.

They are usually based in Russia, out of the jurisdiction and make huge illegal gains.

So do the Telecom Companies make a fortune from premium numbers from this scam.  Checks on premium number account holders should be the same as as for opening a bank account i.e. identity, address verification and references.  That way there would be an 'audit trail' of some sort back either to a real person or at least someone who has had their assets checked... and therefore available for the victims to be recompensed.

This 'real person' can also be required to show why they should not be charged with criminality conspiracy arising from the scam

Most owners of the premium numbers are legitimate businesses.All should have  insurance against these sort of scams being uncovered by their customers. Insurance companies, like banks, would not allow dodgy outfits to operate where they may end up footing the bill. There is no excuse for this sort of crime to be able to be committed]]></description>
